This administrative order for compliance is issued to PPL Montana for violation of Condition 7 of the Conditional Permit to Commence Construction and Operate for Colstrip Units #3 and #4. Condition 7 requires that at such time as EPA promulgates requirements for best available retrofit technology (BART) for NOx control under the Clean Air Act, the Company shall review Colstrip Units 3 and 4 for implementation of BART for NOx controls.
