This consent agreement and final order is issued to Robert Whipple for the unlawful discharge of dredged material into 0.41 acres of wetlands. Respondent signed an Administrative Order on Consent to be issued concurrently with the Consent Agreement and Final Order. The Administrative Order on Consent provides for Respondent's return to compliance through restoring the wetland impacts alleged herein.
