## Summary

The Municipality of Cataï¿½o ( MC ) have violated the CWA by discharging pollutants into Caï¿½o La Malaria, a water of the US, without a permit to do so.  In addition, MC did not comply with the ordered provisions of the Administrative Order CWA-02-2003-3019, issued on December 17, 2002.  With this Order (CWA-02-2004-3051) EPA is requiring MC to immedialtely cease and desist the discharge of pollutants, install a portable diesel fuel pump, to repair and/or replace, unclog and clean all sewer pipelines and manholes that are causing overflows of sewage at the Puente Blanco sanitary system.  Within 30 days MC shall complete the permanent repairs to the pump station, submit to EPA and implement, a Preventive Maintenance Program (ï¿½PMPï¿½).  Within 60 days of the receipt of the Order, MC has to submit to EPA a certification that all the required repairs/ replacements were made.
