West Texas A&M University, Fine Arts Complex: A storm water compliance inspection was conducted by EPA on February 3, 2004, at the construction site of the Fine Arts Complex. The University had applied for permit coverage under the Storm Water Construction General Permit and been assigned permit number TXR158437. It was determined that while the University had permit coverage, its Storm Water Pollution Prevention Plan (SWPPP) was deficient in several areas and was not in compliance with the requirements of the permit. The University, however, qualified for the Expedited Settlement Offer (ESO), which has been drafted.
