Respondent is an oil and gas extraction and production company operating facilities in the western portion (off of Texas and Louisiana) of the Gulf of Mexico in the Outer Continental Shelf. This penalty action is to address violations of unauthorized discharged into the Flower Gardens National Marine Sanctuary (High Island 389) as well as effluent violations and NPDES permit paperwork violations.
