Summary

Colonial Energy Company VIOLATIONS: The Respondent' tank battery facility was a point source discharge of pollutants, specifically brine, to the receiving waters of a tributary to The Red River, located in the Northeast Quarter of Section 33, Township 6 South, Range 5 West, Jefferson County, Oklahoma. The discharge of brine was documented during a March 5, 2004 inspection. RELIEF: The Order specifies that the Respondent should also take steps to cease all discharges of pollutants and to neutralize the brine contaminated area surrounding and south of the tank battery by applying soil amendments to neutralize the sodium chloride. Additionally, the Order asks the Respondent to consider: (1) install an automatically activated sump pump; (2) reconstruct the secondary containment; and (3) repair or replace equipment that is leaking.
