Summary

MULTiSTAR INDUSTRIES, INC. and its owner, Mr. Jiri Vanourek, is a major distributor of anhydrous ammonia and used for refrigeration and other purposes. MULTiSTAR INDUSTRIES has been in business for a number of years but had never filed the required EPCRA notifications and annual inventories until EPA had begun an investigation of the facility. MULTiSTAR also failed to file a risk management plan by June 21, 1999 as required under CAA 122(r). EPA has decided to file a complaint in the matter. The Proposed penalty:$197,754 and is for combined CAA and EPCRA violations and was determined based on Mr. Vanoureks inability to pay a penalty as calculated using the ERP for EPCRA ($84,690) and the CEP for CAA 112(r)($113,064).
