Respondent is an operator at a residential construction project called High Range Subdivision in Rio Rancho, New Mexico. EPA performed an inspection March 11, 2004, and found that Respondent failed to properly implement some of the Best Management Practices required in their Storm Water Pollution Prevention Plan.
