Respondent is a small/poor community in southern New Mexico that is operating a very old wastewater treatment plant without a permit, without a plant operator, and without sampling or reporting its discharges to EPA for 4 years. The plant discharges into a ditch along side a community field with residential homes along it. EPA is ordering Respondent to get a permit and, in the interim, comply with their previous permit.
