Wal-Mart, its contractors, or the site developers violation the Clean Water Act by failing to comply with the conditions of the storm water general permit during construction activities. These violations include failure of Wal-Mart and its general contractors to maintain a Storm Water Pollution Prevention Plan (SWPPP) on site; implement and maintain control measures; and failure to obtain required signed certification statements from the contractors working at the site.
