UNITED INDEPENDENT SCHOOL DISTRICT, LAREDO, TX (TXU010449): A storm water compliance inspection was conducted on March 16, 2004, at the construction site of the Pita Mangana Elementary School in Laredo, TX. The ISD had applied for coverage under the Texas Construction General Permit (TCGP); however, there were several permit violations noted. Included in the violations were no copy of the completed NOI in the SWPPP, general location map not included as part of the Storm Water Pollution Prevention Plan (SWPPP); SWPPP had not been updated as required; there was no copy of the permit language included in the SWPPP; the SWPPP had not been signed and certified; site inspections were not properly documented, signed and certified; selected controls were not properly maintained as required by the SWPPP. Because the Respondent met the criteria for the Expedited Settlement Offer, one was issued and accepted.
