This is an Administrative Order on Consent pursuant to the Clean Air Act issued to Guam Memorial Hospital Authority (GMHA). The violation involves exceedences of PM, dioxins/furans, hydrogen chloride, and lead emissions limits. The Order directs GMHA to permanently shut down their two hospital/medical/infectious waste incinerators. They are to achieve these shut downs by following the steps and meeting the deadlines outlined in a compliance plan which is included as Attachment A to the AOC and incorporated by reference.
