Respondent requested coverage under this Administrative Compliance Order because they are an oil and gas operator in the outer continental shelf of the Gulf of Mexico and the current NPDES general permit expired last year and is not available to them. This Order gives them a schedule to comply with the previous expired permit until issuance of the new replacement permit.
