Olin Corporation self-disclosed violations under RCRA by letter dated November 5, 2003. Olin, reported sending three total shipments of spent activated carbon to the Chemical Waste Management (CWM) landfill in 1999 and 2001 as non-hazardous waste. Olin later made the determination that the spent activated carbon was actually hazardous waste. Olin, has agreed to settlement of the gravity-based penalty plus the economic benefit in the amount of $7,021.
