On November 24, 2004 the EPA executed a Consent Agreement and Final Order and Administrative Order by Consent ( AOC ) settling two Notices of Noncompliance and Requests to Show Cause ( NON ) issued to King George Landfill, Inc. and Waste Management of Virginia, Inc.'s Maplewood landfill. Both landfills are located in Virginia. The NONs alleged that both landfills had violated the Standards of Performance for New Stationary Sources ( NSPS ) for Municipal Waste Landfills by failing to properly monitor certain components of the landfill leachate collection systems for methane gas emissions. Both landfills and 20 other Waste Management landfills in Virginia, Pennsylvania and Maryland have agreed in the AOC over the next year to modify their operating permits to include specific instructions on how to monitor leachate collection system components for methane gas emissions, and pay a total penalty of $11,500.
