Respondent operates oil and gas exploration and production facilities in lease area Eugene Island Block 324 and West Cameron Block 614. Respondent needs NPDES permit coverage for their discharges, but the current NPDES Outer Continental Shelf general permit has expired and the new one has not been issued.
