On September 27, 2004, Region 5 filed a combination Complaint/Consent Agreement and Final Order (CAFO) simultaneously initiating and resolving an administrative penalty and compliance action against the International Truck and Engine Corporation (IT&E) at its truck manufacturing facility located at 6125 Urbana Road, Springfield, Ohio. The CAFO resolves the company�s alleged violation regarding failure to comply with the leak detection and repair requirements for equipment that manages hazardous waste spent solvents. Although IT&E eventually provided documentation indicating the equipment met the criteria for an exclusion contained in the regulations, the company failed to comply with the identification and record keeping requirements for the exclusion. In the CAFO IT&E certifies that it is in compliance with the requirements and agrees to pay a civil penalty of $4,070.
