Respondent operates oil and gas exploration and production facilities in lease areas EEugene Island Blocks 196, 204, 205, 206, 217, 219, 371, 88, 89, 90, 93, 94, 95, South Pass Block 72, Wester Cameron Blocks 142, 554, West Delta Block 65, Galveston Block 303, Vermilion Blocks 115 and 116, South Timbalier Blocks 185, 299, 231, South Marsh Island Block 28, and Garden Banks Block 235. Respondent needs NPDES permit coverage for their discharges, but the current NPDES Outer Continental Shelf general permit has expired and the new one has not been issued. This administrative order is giving them a scheduel to comply with until the new permit is issued.
