Respondent is an Oil & Gas operator in the Gulf of Mexico and has an NPDES discharge permit for their ENSCO 7500 Drilling Rig in Mississippi Canyon Lease Area, block 243. Respondent failed to monitor miscellaneous discharges from the Ballast System and mischellaneous discharges of chemically treated seawater, in violation of their permit in 2001. Respondent performed an environmental audit and discovered their failure to monitor and reported it to EPA under the Self Disclosure Audit Policy. EPA evaluted the disclosure and determined it met the policy. In accordance with the policy, EPA is collecting only the penalty amount for the economic benefit of failing to have complied ($42,600, which is the cost of sampling and analyzing these discharges).
