This is an administrative penalty action to resolve violations of the Clean Water Act by Southwest Marine of Samoa for oil discharges and the failure to maintain SPCC improvements. The violations at issue are Southwest Marine���s failure to maintain appropriate secondary containment to prevent or mitigate releases of oil from above ground storage tanks, and the discharge of oil into Pago Pago Harbor in the Tutuila Islands of American Samoa. Southwest Marine operated a ship repair facility at the site of the discharge. The consent agreement establishes a total penalty of $19,500.
