Respondent is a municipality that operates a wastewater treatment plant. The plant's permit changed to meet new water quality standards and Respondent was given 3 years to come into compliance. Respondent did utilize the 3 years to come into compliance, and failed to meet the new more stringent ammonia effluent limits. Respondent was ordered in a previous order to come into compliance and this Order is the schedule to bring them back into compliance by Summer 2007, which will include wastewater treatment plant reconstruction.
