Records submitted by Wisconsin Veneer and Plywood, Inc. indicate that on numerous occassions between Januar 1, 2004 and December 31, 2006, the control equipment for the facility's wood-fired boiler deviated from a pressure drop limit established by the Permit. Despite the deviations that were recorded, semi-annual reports and compliance certifications submitted by WV&P certified continuous compliance with all the terms and conditions of the Permit. An NOV was issued to WV&P on March 25, 2008. A section 113 conference was held on April 23, 2008, during which WV&P was informed that penalties would likely be sought for the violations.
