This Administrative Order for Compliance is issued to Northstar Associates for violations of their General Permit for Storm Water Discharges associated with construction activity at Spring Creek Estates construction site. A sediment laden discharge on 3/7/2007 caused the turbidity level in West Spring Creek to significantly increase and is therefore a violation of their permit.
