Respondent violated the notification requirements of Section 103(a) for failure to immediately notify the SERC and LEPC of releases of sulfur dioxide that exceeded the reportable quanity of 500 pounds. The relief requested includes the assessment of penalties for 2 separate violations which occurred in September 2006.
