This is a judicial settlement of a Clean Air Act ( CAA ) enforcement case brought by U.S. EPA and the Department of Justice against Polar Industries, Inc., to address violations of the CAAÂs New Source Review (ÂNSRÂ) program and other CAA requirements. The violations occurred at PolarÂs block foam manufacturing plant in Prospect, Connecticut. Under the settlement consent decree, Polar will install a new volatile organic compound (ÂVOCÂ) emissions control system that will incinerate and destroy over 85% of the VOC (pentane) emissions from Polar's manufacturing processes. Polar will also obtain federally-enforceable air permit(s) and pay a civil penalty of $102,000.
