The Olmsted Waste-to-Energy Facility (OWEF) owns and operates two small municipal waste combustor (MWC) units that are subject to the Federal Plan Requirements for Small Municipal Waste Combustion Units Constructed On or Before August 30, 1999 (Âthe Small MWC FIPÂ). Between July 24, 2005 and August 12, 2005, the OWEF violated the activated carbon feed rate monitoring and recordkeeping requirements in the Small MWC FIP at one of its two small MWC units. Specifically, OWEF failed to monitor the injection rate of activated carbon, and failed to record the 8-hour block average carbon feed rate at its Small Class II municipal waste combustion unit pursuant to 40 C.F.R. §§ 62.15275 and 62.15310. According to the OWEF's 2005 Annual Report, the OWEF violated the monitoring requirements on 18 days between July 24 and August 12, 2005.
