Respondent is a corporation incorporated under the laws of the State of New Mexico, which owns and operates a domestic septage disposal facility, and as such, is an operator subject to regulations of the CWA. Respondent was responsible for the preparation and application of domestic septage to the land. On March 2, 2005, EPA conducted a compliance inspection of the facility.
