Respondent is an oil and gas operator in the Gulf of Mexico. Respondent was operating the H&P 205 rig in Mississippi Canyon block 194 when they had an 11.2 pound spill of Novaplus mud when a valve was left open on December 8, 2002. Respondent is being orded to take steps to prevent this from happening in the future.
