EPA has determined the proposed penalty of $137,500 against the Puerto Rico Aquedust and Sewer Authority (PRASA) concerning the Isabela Wastewater Treatment Plant for failure to meet effluent limitations set forth in the National Pollutant Discharge Elimination System (NPDES) permit, and failure tp provide operation and maintenance to the plant, all against its NPDES permit. The violations taken in the Complaint occurred within the period of October 22, 2001, and February 6, 2004.
