Respondent failed to keep annual records of PCBs and of PCB transformer inspections. In addition, Respondent failed to register its PCB transformers with the U.S. EPA. In response to this action, Respondent began maintaining records and registered its transformer. In addition, Respondent will be disposing of its PCB transformers by December 31, 2006.
