Respondent produced conventional gasoline that failed to comply with annual average standards for olefins and exhaust benzene in 1997, NOx and toxics in 1999, and NOx in 2000. Respondent's noncompliance resulted in emissions of 78 tons of excess NOx and 5.3 tons of excess exhaust toxics.
