DYNA CON, INC. (NMU001459): A storm water compliance inspection was conducted at the commercial construction site of the State national Bank & Office Building, located at 3800 E. Lobman, Las Cruces, NM, on November 3, 2004. It was determined at that time that the Respondent, Dyna Con, Inc., had neither developed a Storm Water Pollution Prevention Plan (SWP3), nor submitted a Notice of Intent (NOI) for permit coverage under the Storm Water Construction General Permit (CGP). Because the Respondent qualified for the Expedited Settlement Offce (ESO), the enforcement action was drafted and routed for signatures.
