On February 11, 2019, HSCD's Acting Division Director signed an Explanation of Significant Differences (ESD) for Operable Unit 2 at the West Virginia Ordnance Works (WVOW) NPL site. A 1988 Record of Decision for Operable Unit 2 specified groundwater cleanup levels for the Red Water Reservoir, Yellow Water Reservoir, and for the Pond 13 Area; however, the Corps of Engineers, EPA Region 3, and the West Virginia Division of Environmental Protection agreed to modify the original groundwater cleanup levels because they were outdated. The ESD codifies the modified cleanup levels. Historically, the West Virginia Ordnance works manufactured TNT, resulting in contamination of the soils and groundwater at the facility. The modified cleanup levels include contaminants related to the TNT manufacturing process. In addition, the Corps will add treatment to accelerate groundwater cleanup.
