Mr. Sweezey discharged fill into wetlands & streams for purpose of building a pond & landscaping yard. Discharge diverted the streams, destroyed the wetlands & caused downstream sedimentation. Restoration Order will require reestablishment of stream channels, restoration of stream buffers & revegetation of disturbed wetlands outside the buffers.
