EPA signed the Record of Decision (ROD) at Aberdeen Proving Ground, Edgewood for Building 103 Area Dump, Operable Unit (OU1) and Building 503 Smoke Mixture Burning Areas (OU3). This ROD serves as the final remedy for two interim RODs completed in 1995. The Final ROD selects Long Term Monitoring/Management and Operations and Maintenance for the existing landfill cap and cover system under the interim remedy at OU1 and Land Use Controls (LUCs). The interim remedy at OU3 of the removal of contaminated soil and ash and placement under the OU1 landfill cap addressed the risk to industrial receptors. The continued operations of the landfill remedy and formal incorporation of LUCs into the Army?s Installation Master Plan at these OUs will protect hypothetical future residental receptors. The LUCs include: 1) prohibit residential housing, 2) prohibit elementary and secondary schools, childcare facilities and playgrounds, 3) restrict access to the site through fences and/or warning signs, 4) restrict digging to authorized personnel, and 5) restrictions on drinking water wells to support Maryland Department of the Environment?s landfill requirements. Groundwater will be addressed in future actions under a separate OU.
