Respondent is a corporation incorporated under the laws of the State of Louisiana, which owns and operates a domestic septage disposal facility, and as such, is an operator subject to regulations of the CWA. Respondent is responsible for the preparation and application of domestic septage to land. EPA conducted a compliance inspection of the facility. As a result, Respondent failed to implement 40 CFR Part 503.
