Molin violated EPCRA by 1.) failing to submit its annual Tier II report to the Minnesota State Emergency Response Committee (SERC) for 2002 on or before 3/1/2003 and 2.) failing to submit its annual Tier II report to the Lino Lakes Fire Department for 2002 on or before 3/1/2003.
