ASPENWOOD DEVELOPMENT, INC. (TXU010746): A storm water compliance inspection was conducted on June 2, 2005, by EPA at a residential construction site in Arlington, TX. The common plan of development was less than five acres with an total of seven remaining lots to be built out. The Respondent had applied for permit coverage (had not received his confirmation from TCEQ at the time of the inspection), but had not developed a Storm Water Pollution Prevention Plan (SWP3) specific to residential construction. The SWP3 the Respondent was using was the one used by the previous owners and had not been revised to reflect current operations. Because the Respondent met the criteria for the Expedited Settlement Offer, one was extended along with an administrative order for compliance.
