Respondent is an offshore oil and gas operator in the Gulf of Mexico that had a 16 barrel spill of synthetic based mud on June 23, 2005, without authorization by a Clean Water Act NPDES permit. EPA is Ordering Respondent to take corrective actions to mitigate this situation and minimize the chance of recurrence.
