Respondent is an oil and gas operator in the Gulf of Mexico that had a spill of oil based drilling mud into the Gulf on August 11, 2005, without authorization of an NPDES permit under the Clean Water Act. EPA is ordering Respondent to review the incident and take any appropriate steps to minimize it happening in the future. NRC # 768710.
