This Complaint and Notice of Opportunity for Hearing is issued to Blackwater Lodge, Inc. for failure to comply with an Administrative Order and an amended Administrative Order issued on 1/7/1999 and 4/10/2001, respectively. Respondent failed to monitor for total coliform bacteria and nitrate, failed to provide public notice of the violations and failed to report the violations to EPA.
