This proposed order and penalty complaint with notice of opportunity for hearing is issued to Citation Oil and Gas Corporation for failure to demonstrate mechanical integrity; failure to plug and abandon 2 wells after ceasing injection activities for more than 2 years; and failure to establish and maintain an acceptable mechanism for financial responsibility.
