This is an Administrative Penalty action with a Consent Agreement and Final Order pursuant to SDWA issued to The Kailuan Inc. which operates 9 large capacity cesspools that were not closed by the April 5, 2005 deadline. The violation involves the continued use of cesspools allowing the discharge of raw sewage directly into the ground. By this agreement, The Kailuan will close all of its large capacity cesspools by December 31, 2007 and pay a penalty of $11,000.
