This is a Consent Order pursuant to SDWA issued to the Housing and Community Development Corporation of Hawaii (HCDCH) regarding the numerous cesspools across the state. The HCDCH operates 127 large capacity cesspools that were not closed by the April 5, 2005 deadline. The violation involves the continued use of cesspools allowing the discharge of raw sewage directly into the ground. The agreement requires the HCDCH to close all large capacity cesspools no later than June 30, 2011.
