U.S. EPA Region 5 recently issued an Administrative Consent Order to Fort James Operating Company of Green Bay, Wisconsin. Fort James operates a coal fired boiler at its paper products facility. U.S. EPA alleged that Fort James operated the boiler at a rate exceeding the limit in its Title V permit. Fort James claimed the operating data that U.S. EPA relied on was inherently inaccurate. Fort James agrees to modify its Title V permit monitoring provisions for this boiler to more accurately measure the operating rate of the boiler.
