During the time period between 3/11/2001 and 10/20/2004, Premcor failed to immediately report to the NRC, SERC, and/or LEPC for 10 separate releases which involved sulfure dioxide, nitrogen dioxide and hydrogen sulfide as required under CERCLA 103A and EPCRA 304. These releases are documented in ICIS #3486.
