This is a Civil Judicial Referral pursuant to CERCLA regarding the liability of Stephen and Suzanne Lyon, and Russell and Diane Tonda for costs at the Modesto Groundwater Superfund Site. EPA has incurred in excess of $9 million in past costs and expects to incur between $3 million and $9 million in future costs. EPA is requesting that DOJ file a Complaint seeking recovery of both past costs and future costs.
