Summary

Finnell Oil Services, Inc. CWA-06-2006-1721 TXU010778 VIOLATIONS: The Respondent's oil field facility was a point source discharge of pollutants, specifically produced water, to the receiving waters of a tributary of Beaver Creek, located in Wilbarger County, Texas. A September 14, 2005, EPA inspection documented the discharge of produced water from the facility�s tank battery to the tributary. RELIEF: The Order specifies that the Respondent should also take steps to cease all discharges of pollutants and to neutralize the brine contaminated area east of the facility by applying soil amendments to neutralize the sodium chloride. Additionally, the Order asks the Respondent to consider: (1) Repair leaking equipment; (2) re-construct secondary containment; and (3) install an automatically activated sump pump.
