This is a Consent Order pursuant to the Safe Drinking Water Act, Underground Injection Control regulations issued to the County of Hawaii. The violation involves the operation of Large Capacity Cesspools throughout the County at parks and other county-owned facilities beyond the April 5, 2005 deadline for closure. The Order directs the County of Hawaii through the Department of Public Works to close 103 large capacity cesspools no later than November 1, 2006 and submit the engineers report by December 21, 2006. Any installed septic system will include the use of an effluent filter. The County will also submit semi-annual reports confirming the milestones established in the agreement.
