Respondent is a corporation in the state of Texas and operates a construction project and as such, is a Permitee subject to the regulations of the Clean Water Act and the National Pollutant Discharge Elimination System (NPDES) Storm Water Regulations. The permitee failed to satisfy all requirements of the Storm Water Pollution Prevention Plan.
